The fact is, I found the download via a Google search -- I was looking for a web application for online voice recording, some sort of recorder-player system that would allow a site visitor to make a voice recording online and have the file then playable by subsequent visitors.

Pretty hard to figure out what the software is supposed to do, isn't it? This just looks like a set of keywords you might use in the Head section of an HTML page.
Nevertheless I downloaded the .exe file to have a look. I soon wished I hadn't. Clicking on it opened a CMD (DOS-style) window which then (apparently) immediately closed, leaving nothing evidently running. I tried again -- same result. I gave up. Later I tried to delete the file and XP said No, it was being used by another program. Apparently this other program was explorer.exe, the desktop Windows Explorer, and it was running multiple instances of your .exe. Huh? I used a program called Unlocker to stop them, but several instances immediately restarted. I finally had to delete the file from outside Windows.
So a) you don't explain what it does, b) it does nothing useful, and c) it's actually a damn nuisance and a timewaster. So thanks for nothing, folks.
